Carlos’ practice focuses on international arbitration, encompassing both commercial and investment treaty disputes. He has advised clients in proceedings before ICC, ICSID, and UNCITRAL tribunals, particularly in matters involving the energy sector.

Experience

Prior to joining Chaffetz Lindsey, Carlos practiced at LEGA Abogados, a leading law firm in Caracas, Venezuela, where he focused on dispute resolution and corporate matters. He represented multinational clients in ICC and ICSID proceedings involving Venezuela’s state-owned entities and advised on award enforcement, and sanctions issues. Carlos graduated in the top five of his class from Universidad Católica Andrés Bello, where he also served as a law professor from 2022 to 2024. Additionally, Carlos earned a Bachelor of Laws from Universidad de Nebrija in Madrid, Spain.

Representative Matters

  • Assisted in an ICSID arbitration brought by foreign investors against Venezuela under bilateral investment treaties.*
  • Supported enforcement of arbitral awards in Venezuela and third jurisdictions.*
  • Acted as local counsel for an insurance company in a dispute before the King’s Bench Division of the High Court of Justice in London arising from an expropriation-related claim involving assets in Venezuela.*
